REBISYON NG 1987 CONSTITUTION ISINUSULONG | Sang-ayon si Camarines Sur 2nd District Representative Lray Villafuerte na amiyendahan ang Saligang Batas ng Pilipinas.
Sa panayam ni Headstart Host Karen Davila, sinabi ni Villafuerte na matagal na niyang isinusulong ito pero kailangang dumaan sa constitutional convention.
"The concon commission created in 1987. Who did the revision was not elected, they were appointed. Let's leave it like that, but ngayon if you want to ammend dapat constitutional convention para malinaw,"ani Villafuerte.
Hindi naman malinaw sa konstitusyon ayon pa kay Villafuerte kung paano ang pagboto sa concon.
Sagot ng kongresista,"In my opinion, we can vote jointly. Ang fear ng senators pag jointly ay outvoted sila. Not true. There are national leaders. there are 24 senators. If 1 senators has 8 allies, that's 184 already, plus, 24, they have the majority."
Nilinaw rin niya na isa sa sa mga magandang maidudulot ng pagbabago sa konstitusyon ang pagkakaroon ng karapatan ng dayuhan na magkaroon ng pagaaring negosyo o lupa sa Pilipinas.
"Allowing our partners to own 100 percent corporation and possible land ownership. Right now, 40 percent, that shows that we committed 40 percent. We need foreign capital. We need foreign technology to develop, we need foreign know-how to do that," aniya.
Hindi naman daw ibig sabihin nito na tuluyan nang magpapasakop ang Pilipino sa mga dayuhan.
"They said we surrender to foreigner, we are not. They have to follow laws, follow local taxes. They are going to employ local people allowing corporation to be ownes by foreigners because that's the other countries are doing," saad ni Villafuerte. Malaking tulong din ayon sa opisyal ang karapatang ito ng mga dayuhan pagdating sa sistema ng edukasyon sa bansa.
Pahayag niya, "why do Filipinos study abroad? If Harvard wants to put school here, we are prohibiting them. Look at Singapore. That's why their economy is growing because they have skilled educated people."
Mayroong tatlong paraan para maamiyendahan ang konstitusyon. Una ang Constitutional Convention o pagboboto ng senado at kongreso. Pangalawa ang Constitutional Assembly o ang pagtitipon para rebisahin ang konstitusyon at People's initiative kun saan mismong taumbayan ang nagsusulong nito.
Sa huli, igagalang umano ni Villafuerte kung hindi sasang-ayon ang taumbayan.
Hiling niya na huwag silang akusahan ng maling intensyon bagkus ay magtulungan na lamang.
